An opportunity is available for a highly seasoned professional to supervise the day-to-day execution of purchasing operations and the performance of assigned staff. The Purchasing Supervisor leads the procurement of goods and services, monitors the quality and effectiveness of purchasing activities and procedures, and promotes continuous improvement and timely service delivery. The position translates established policies and purchasing priorities into daily work assignments, ensures solicitations and contracts progress accurately and timely, and addresses routine and moderately complex issues while escalating strategic, policy-level, or high-risk matters to the Purchasing Manager.

The successful candidate will communicate clearly and effectively, establish strong working relationships, exercise sound judgment, and apply analytical skills to procurement decisions while working independently with minimal supervision.

Minimum Qualifications:

• Bachelor's Degree from an accredited college or university with major coursework in Business Administration, Economics, Accounting or a related field
• Four (4) years of responsible purchasing or materials management experience
• One (1) year of administrative and/or lead supervisory experience required
• Possession of a valid driver's license

Preferred Qualifications:

• Experience in reviewing Solicitations, Requests for Proposals, Requests for Qualifications, Requests for Quotes and related documents; and coordinating public bid openings for formal bid advertisements
• Experience in deescalating, negotiating and resolving sensitive or controversial issues.
• Experience in PeopleSoft Purchasing System or related procurement systems
• Possession of Certified Professional Public Buyer (CPPB), Certified Public Purchasing Officer (CPPO), or National Institute of Governmental Procurement Certified Procurement Professional Certification (NIGP-CPP)
• Experience in planning, development, and execution of complex procurement solicitations/specifications
• Experience in contract management, negotiations and compliance

The Purchasing Supervisor job responsibilities include:

• Supervises the day-to-day work of assigned Buyers and Senior Buyers by prioritizing and assigning workload, monitoring progress, reviewing work products, providing coaching, and ensuring established performance expectations are met
• Provides technical guidance to staff on purchasing methods, solicitation requirements, procurement systems, contract administration, vendor issues, and application of City and State procurement requirements
• Coordinates and monitors assigned solicitations from planning through award, including development and review of solicitation documents, timelines, evaluations, bid openings, vendor communications, and required approvals
• Reviews purchasing and contract documents for completeness, accuracy, compliance, and adherence to established procedures and escalates complex or high-risk matters to the Senior Purchasing Manager/Purchasing Manager
• Monitors assigned contracts for expirations, renewals, amendments, utilization, spending authority, and other administrative requirements; identifies potential issues and coordinates appropriate follow-up
• Monitors assigned purchasing activity and expenditures to ensure compliance with City policies, procedures, and applicable State requirements
• Supervises purchasing staff and provides direction regarding work priorities, performance expectations, training, policy compliance, professional development, and continuous improvement; makes hiring, disciplinary, and other personnel decisions or recommendations as authorized
• Supports the annual purchasing plan by providing information regarding solicitation status, department needs, contract expirations, workload, and anticipated procurement activity to the Senior Purchasing Manager/Purchasing Manager
• Coordinates with City departments, vendors, outside agencies, and other divisions to resolve routine and moderately complex procurement issues and maintain timely service delivery
• Identifies operational improvements to purchasing processes, workflows, tracking methods, and customer service practices and makes recommendations to management
• Assists with vendor sourcing and solicitation outreach, including identification of potential vendors, use of cooperative agreements, and other approved sourcing strategies
• Trains and develops purchasing staff on best practices, procurement procedures, systems, documentation standards, and applicable policies
• Assists management with procurement analyses, reports, presentations, and special projects and provides accurate operational information to support management-level decisions
• Maintains awareness of purchasing workload, turnaround times, solicitation status, and other operational measures and communicates significant issues or trends to management
• Uses Microsoft Office applications such as Word, Excel, and PowerPoint and applicable procurement systems on a regular basis
• Performs other related duties as required
• Adheres to assigned work schedule as outlined in Department and City attendance policies and procedures and ensures all behaviors comply with the City's Personnel Rules and Regulations
