Job Summary

The purpose of this position is to oversee and coordinate Greenville Area Transit paratransit service operations. This is accomplished by interpreting and applying standard policies, procedures, and rules. This position validates and schedules daily rides for customers to provide efficient and safe service. The Paratransit Operations Supervisor supervises paratransit operators, including recruiting and training new employees, approving timesheets, performing evaluations, and providing discipline as necessary and is responsible for all required reporting to include ridership and various operating statistics. This position also functions as a relief driver and dispatcher as necessary. Standard working hours include working nights, weekends, and some holidays.

Examples of Duties

• Coordinate on-demand micro transit operations and paratransit service operations for Greenville Area Transit;
• Manage a team of dispatchers and operators in the delivery of on-demand micro transit and complimentary ADA paratransit services;
• Provide paratransit services in compliance with all applicable laws and regulations, and comply with the Federal Transit Administration Contractors Manual;
• Ensure compliance requirements for Federal Transit Administration funding are met;
• Develop and implement policies, procedures, and practices for the transportation of customers with disabilities;
• Assist in the development of the operating budget;
• Prepare accurate periodic and ad hoc reports on ridership and operating statistics, as well as assist in providing information during audits;
• Conduct investigations and respond to customer complaints, incidents, and accidents involving operators and vehicles;
• Develop and implement program guides to maximize customer access to paratransit services;
• Review and approve customer applications and provide new customer orientation;
• Create daily trip manifests for dispatchers and operators;
• Ensure the accuracy of timekeeping records;
• Evaluate employee performance, provide feedback, administer disciplinary actions, and ensure compliance with City of Greenville and departmental policies;
• Participate in the selection and hiring of paratransit employees; and
• Maintain a safe work environment.

Minimum Qualifications

Education and Experience:

• Bachelor’s degree in public administration, logistics, business administration, education, or related field that provides the skills and abilities to meet the requirements of the position, and
• Three years of progressively responsible experience in paratransit or transit operations, logistics, supply chain management, or fleet operations.

OR

• Associate’s degree in public administration, logistics, business administration, education, or related field that provides the skills and abilities to meet the requirements of the position, and
• Seven years of progressively responsible experience in paratransit or transit operations, logistics, supply chain management, or fleet operations.

Knowledge of:

• Safe operation of a public paratransit vehicles, systems, and safety features.
• Traffic rules, regulations, and laws.
• Reporting and mandatory record keeping practices for paratransit services.
• Greenville Area Transit service area, hours of service, fare structure, and transfer rules.
• Drug and Alcohol Testing Requirements for safety-sensitive employees.
• Safety reporting and hazard analysis within FTA’s Safety Management Systems.
• Proper two-way radio communication.

Skill In:

• Safely operating transit vehicles in various conditions.
• Conducting accident and incident investigations.
• Customer service and de-escalation techniques.
• Anticipating, identifying, and correcting operational or logistical deficiencies to ensure uninterrupted service for customers.

Ability to:

• Accurately read and interpret written information and daily schedules.
• Operate wheelchair lift systems.
• Perform pre-/post-trip inspections of transit vehicles.
• Operate dispatching equipment, two-way radios, multi-line phone systems, and cell phones.
• Identify problems, collect data, determine facts, and draw valid conclusions.
• Perform basic data entry, prepare reports, and business correspondence.
• Work independently.
• Communicate effectively with coworkers, supervisors, staff, and the general public.
• Comprehend and enforce Greenville Area Transit’s standard operating and emergency response procedures.
• Coordinate ride requests with work schedules involving various changing logistical considerations.
• Utilize specialized paratransit scheduling software to document and maintain customer files and ride requests, locate and dispatch vehicles, and perform billing and reporting.
• Identify and report safety issues and concerns.
• Troubleshoot basic technological and operational problems that arise during service.
• Work a flexible schedule that includes nights, weekends, holidays, and split shifts.
• Supervise, motivate, train, evaluate, counsel, and discipline employees as required.
• Use on-board video monitoring platforms.
• Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.

Special Requirements

Valid North Carolina Class B Commercial Driver's License with Passenger Endorsement and without Air Brake Restriction
