DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The Management Analyst II provides analytical and administrative support for financial, operational, and asset-management functions. This position assists in monitoring, evaluating, and improving financial, inventory, and fixed-asset processes to ensure accuracy, compliance, and operational efficiency across the department.

• Researches, analyzes, and monitors financial, operational, and management reports to support decision-making and continuous improvement.
• Assists in preparing and evaluating financial and management reports; identifies and implements tools and solutions that enhance efficiency and performance.
• Conducts audits and needs assessments to document, evaluate, and strengthen financial procedures, management practices, and compliance with policies.
• Develops training materials and user documentation for financial and asset-related systems; provides user training and ongoing support.
• Supports the annual physical inventory process by verifying asset locations, ensuring accurate documentation, and completing required reports.
• Tracks and updates documentation for all asset movements; ensures data accuracy and completeness within the asset-management system.
• Monitors approved equipment maintenance costs; analyzes trends based on the department’s five-year replacement plan and provides recommendations to the Fixed Asset Coordinator.
• Collects necessary documentation and prepares proof-of-delivery packets for newly received vehicles, rental fleet units, and other asset-related transactions.
• Maintains organized and compliant records for fixed-asset transactions, inventory activities, maintenance approvals, and related financial documentation.
• Performs other duties and special projects as assigned.

WORKING CONDITIONS
The position is physically comfortable; the individual has some discretion about walking, standing, etc.

This is a Department of Houston Public Works Emergency Management position at the Tier III Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field directly related to the job.

EXPERIENCE REQUIREMENTS
Two years of professional experience in accounting, budget analysis, finance, public administration or a field directly related to the job are required.

Substitutions: Four years of pertinent professional or para-professional experience may substitute for the education requirement. An Associate’s degree in Public Administration, Business Administration, Finance or a closely related field and two years of pertinent professional or para-professional experience may substitute for the education requirement.
A Master’s degree in a field directly related to the job may substitute for two years of the above experience requirement.
