Position Salary Range: $11,484 - $17,226 per month

The anticipated hiring range for this position is $11,800 - $12,084 per month.

Salary is commensurate with experience.

About the Department/Position:

California State University, Dominguez Hills (CSUDH) is seeking a collaborative, strategic, and innovative leader to serve as its next Director of Human Resources Operations. As a key member of the Human Resources leadership team, the Director plays a critical role in advancing operational excellence, data integrity, service delivery, and employee experience across the university.

Reporting directly to the Associate Vice President of Human Resources, the Director provides strategic and operational leadership for Human Resources Information Systems (HRIS), Benefits Administration, and HR business process improvement initiatives. The position oversees HR technology and data governance, leads process redesign efforts, ensures compliance with CSU and regulatory requirements, and develops operational strategies that support both current and future campus needs.

Overview of Duties and Responsibilities:

• Provide strategic leadership and oversight for HR operations, service delivery, compliance, and business process improvement initiatives.
• Direct the planning, implementation, administration, and continuous enhancement of HRIS operations, reporting, system integrations, and enterprise HR technology solutions.
• Lead organizational reviews and redesign of HR business processes to improve efficiency, standardization, automation, and customer service.
• Oversee employee benefits administration through the Benefits team, ensuring programs are administered accurately, equitably, and in compliance with applicable requirements.
• Establish and monitor data governance, quality assurance standards, audit controls, reporting practices, and operational performance metrics.
• Lead, develop, coach, and mentor HR managers and professional staff while fostering a culture of accountability, collaboration, and continuous improvement.
• Serve as a key liaison with campus partners including Payroll, Faculty Affairs, Academic Resources, HR Liaisons, and CSU systemwide partners.
• Ensure readiness for audits and regulatory reviews and provide leadership in managing risk mitigation and compliance activities.
• Represent CSUDH in CSU-wide initiatives, affinity groups, and HR technology collaborations.

Minimum Qualifications:

• Bachelor's degree from an accredited four-year college or university with an emphasis in Human Resources, Public Administration, or a related field.
• Equivalent to eight (8) years of progressively responsible administrative experience in Human Resources Information Systems (HRIS), data analysis, employment policies, benefits administration, or related human resources functions.
• Demonstrated experience managing complex operational functions and leading professional staff.
  Experience interpreting and applying policies, regulations, collective bargaining agreements, and employment-related laws.

Knowledge, Skills, and Abilities:

• Comprehensive knowledge of human resources management principles, practices, and operations.
• Strong understanding of HR systems, data governance, reporting, and business process improvement methodologies.
• Knowledge of employment laws, personnel policies, regulatory requirements, and collective bargaining agreements.
• Excellent analytical, organizational, and problem-solving skills with the ability to use data to support strategic decision-making.
• Exceptional communication and relationship-building skills with the ability to work effectively with diverse stakeholders and leadership groups.
• Demonstrated ability to plan, organize, direct, and evaluate the work of managers, supervisors, and professional staff.
• Strong project management, change management, and strategic planning capabilities

Preferred Qualifications:

• Master's degree in Human Resources, Public Administration, Business Administration, Organizational Leadership, or a related field.
• Experience within higher education, public sector, or a unionized environment.
• Experience supporting or administering CSU Common Human Resources System (CHRS) operations.
• Experience leading enterprise HR technology implementations or major HR transformation initiatives.
• Professional HR certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR.
• Demonstrated success implementing service delivery improvements, operational metrics, and employee-centered process enhancements.
