The performance and data manager is instrumental in advancing the Program’s success and community impact. The position ensures alignment with the Program’s goals, delivering effective, efficient, and equitable services. Through strategic oversight, data-driven insights, and collaboration across all lines of business, this role drives continuous improvement, strengthens accountability, and enhances public health, environmental outcomes, and service delivery.
This expert level position encompasses a range of responsibilities, including:

• Administration and development of Program's annual work plan.
• Performance management and tracking progress toward the goals outlined in the 10-year Management Plan.
• Establishing and maintaining advanced business intelligence systems and robust data infrastructure.
• Evaluating key priorities and initiatives to drive improvements in performance and service delivery.
• Creating and managing data-driven metrics and dashboards to ensure transparency and accountability.
• Utilizing continuous improvement practices, including LEAN and other proven methodologies, to enhance operational effectiveness and efficiency.

About the Team
The Local Hazardous Waste Management Program is a multijurisdictional coalition of government agencies working together to protect and enhance public health and environmental quality across King County. This is done by reducing the threat posed by the production, use, storage, and disposal of hazardous materials. Through coordinated regional services and unified strategies, the Program helps residents and businesses safely manage hazardous materials and reduce pollution in local waterways, neighborhoods and natural areas. The Program is a collaborative effort of several participating agencies. This position will be hired by the Water and Land Resources Division (WLRD) of the King County Department of Natural Resources and Parks, which is one of the participating agencies. The Water and Land Resources Division (WLRD) is at the forefront of King County’s efforts to protect and restore clean water and healthy habitat and strengthen the resilience of communities, environment, and infrastructure in the face of climate change. WLRD has a strong track record of developing innovative strategies for protecting working farms and forests, restoring habitat, and ensuring the county residents have equitable access to green space. Job Duties

What You Will Be Doing:
As the Project Program Manager IV - Performance and Data Manager, you will:

• Strategic Planning, Implementation, and Alignment: Manage work planning and strategy development to align all lines of business with the Program’s strategic goals and ensure delivery on Management Plan commitments and priorities while advancing equity impact through inclusive strategies and practices.
  
• Performance Management and Evaluation: Leverage data to assess operations, services, and investment outcomes, ensure informed decision-making, continuous improvement and measurable equity impact.
  
• Quarterly and Annual Reporting: Develop and manage reporting systems to monitor and track key outcomes and metrics, incorporating equity impact assessments to provide actionable insights to support ongoing progress, continuous improvements, and results.
  
• Data Management and Infrastructure: Develop and maintain systems to collect, monitor, and report on performance and services. Effectively manage and maintain these systems to enhance operational efficiency, ensure compliance, and support continuous improvement. Manage these systems to maintain their crucial role in advancing equity by identifying service disparities, monitoring progress, and informing strategies to better serve underserved communities.
  

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

• Ability for strategic planning and implementation, aligning operations with organizational goals, leading cross-agency teams to achieve measurable outcomes in alignment with funding priorities.
• Ability to measure performance, evaluate programs and analyze data.
• Skilled in data interpretation, trend analysis, and leveraging analytics tools for visualization and performance management.
• Ability to develop and use performance metrics, dashboards, and reporting tool, with experience in Results-Based Accountability (RBA) and business intelligence tools such as Tableau, Power BI, and Excel.
• Proven ability to analyze data to continuously improve service quality, optimize programs, and address disparities to achieve equitable outcomes.
• Ability to embed racial equity, environmental justice, and social justice principles into program evaluation, decision-making, and service delivery. Proven ability to apply these principles to reduce disparities and enhance community impact.

• Deep expertise in environmental or public health programs, with comprehensive knowledge of hazardous waste management, environmental health, sustainability initiatives, and regulatory compliance in government or non-profit sectors.
• Strong familiarity with government budgeting, public policy, grant management, and regulatory frameworks related to environmental health, waste management, and sustainability.
• Demonstrated ability to integrate equity-focused strategies into program evaluation and decision-making to ensure impactful and equitable outcomes.

Supplemental Information

Onsite Work Details:

• Work Location: The Local Hazardous Waste Management Program team works in a hybrid model, with days in the office, and field, as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson St, Seattle, WA . Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a in-home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
• Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
