Regional Government Services (RGS) is seeking public agency finance professionals at multiple levels to join its finance consulting team. Candidates may be considered for placement at the Technical Specialist, Advisor, or Senior Advisor level based on their public sector finance experience, technical expertise, communication skills, project support experience, project leadership experience, and ability to work within the RGS consulting model.

This is not a traditional single-agency Finance recruitment. Rather, this recruitment is designed to identify finance consulting and technical finance support talent who can support RGS partner agencies through project-based, team-based, and flexible advisory services. Successful candidates may support multiple agencies, participate in consulting teams, lead or contribute to finance-related projects, carry out assigned technical finance tasks, and help assess the level and type of financial support an agency needs.

RGS is especially interested in candidates who bring public sector finance, accounting, budgeting, financial recordkeeping, reporting, and technical support expertise; who can evaluate financial information and operational processes; and who are energized by the opportunity to work collaboratively as part of a flexible, growing finance consulting team.

Multi-Level Finance Opportunities:

RGS is recruiting finance consulting and technical finance support talent at multiple levels. The level at which a candidate is placed will depend on the scope, complexity, technical expertise, independence, and leadership level of the work they are prepared to perform.

Senior Advisor

Senior Advisor-level candidates are seasoned public sector finance professionals who can independently assess financial issues, lead finance projects, provide technical guidance, and communicate complex financial information to agency leaders and non-finance audiences.

At the Senior Advisor level, individuals may be expected to:

• Provide senior-level public agency finance consulting, technical assistance, project leadership, and advisory support.
• Assess finance operations, including staffing, workload distribution, internal controls, budget practices, financial reporting, fiscal procedures, service delivery methods, and process improvement opportunities.
• Develop, administer, monitor, and analyze operating budgets, capital budgets, special fund budgets, grants, long-term financial forecasts, and year-to-date budget performance.
• Identify emerging financial risks, budget overruns, weak internal controls, compliance concerns, operational inefficiencies, and long-term sustainability issues.
• Translate complex financial concepts into clear, practical information for executives, department directors, governing boards, staff, auditors, and external agencies.

Advisor

Advisor-level candidates are experienced public sector finance professionals who can provide technical, analytical, and project support under the direction of more senior level finance consultants, project leads, or client leadership.

At the Advisor level, individuals may be expected to:

• Perform journey-level public agency finance, accounting, budget, fiscal analysis, and financial reporting work.
• Support budget development, budget monitoring, year-to-date budget review, expenditure analysis, revenue tracking, reconciliations, audit support, and financial reporting.
• Review financial data to identify variances, errors, inconsistencies, or areas needing additional review.
• Apply knowledge of governmental accounting, public agency budgeting, fund accounting, internal controls, purchasing, procurement, grants, and fiscal compliance.
• Contribute to project teams by completing assigned deliverables accurately, timely, and professionally while seeking guidance when issues are complex, sensitive, or outside the assigned scope.

Technical Specialist

Technical Specialists perform responsible, confidential, and complex technical duties internally or for partner agencies in the assigned finance-related functional area.

At the Technical Specialist level, individuals may be expected to:

• Be proficient in, or become proficient in, the use of specific techniques, software, systems, and tools employed in the assigned finance or accounting area of specialization.
• Independently perform standard technical assignments, including accounting, statistical, and financial recordkeeping and reporting duties.
• Assist staff and respond to requests for technical information and support, including collecting, summarizing, and analyzing information and statistics related to assigned programs and services.
• Support financial workflow tasks such as processing or validating payments, requisitions, purchase orders, vendor invoices, records, codes, and data in agency tracking systems and databases.
• Draft and edit documents, reports, correspondence, and other communication materials while working effectively in a remote or virtual team environment.

Supplemental Information

SALARY AND BENEFITS:

• $33 - $73 per hour DOQ/DOE
• Paid Time Off benefits are available for employees who regularly work more than an average of 20 hours per week.
• Employer Contribution at 10% of earnings to a 401a deferred compensation plan.
• Medical, dental, and vision benefits are available for employees who regularly work more than an average of 20 hours per week.
• Flexible work hours with the understanding that some portion of time will be during core work hours of 8:00 AM - 5:00 PM PST to deliver finance related services.

Remote Screen Interview Exam - (Pass/Fail) Candidates who pass the Remote Screen Interview assessment will be invited to a Remote Screen Interview Examination to evaluate training, experience, and other job-related qualifications for the position. The Remote Screen Interview will be conducted via a video conference platform and is tentatively scheduled for mid-October 2026.

Work Sample Exercise - (Pass/Fail) A work sample exercise may be used to evaluate candidates’ ability to review finance related information, identify variances or concerns, assess what can be improved, and communicate findings clearly to a non-finance audience. The Work Sample Exercise is tentatively scheduled for mid-to-late October 2026
