The Position

Department Overview
The Napa County Agricultural Commissioner/Sealer of Weights and Measures Department is a vital administrative body responsible for overseeing and regulating agricultural practices and ensuring fair and accurate measurement standards within Napa County, California. This department plays a crucial role in safeguarding the integrity of Napa Valley's renowned wine industry, as well as the broader agricultural sector, by enforcing laws and regulations related to pest control, crop quality, and product labeling. Simultaneously, it safeguards consumer interests by ensuring the accuracy of weights and measures in commercial transactions, contributing to the region's economic and agricultural prosperity while upholding industry and consumer trust.

About the Position
The Agricultural/Weights and Measures Inspector IV is a senior position and works at the most experienced level in the Agricultural/Weights and Measures Inspector job series. The Agricultural/Weights and Measures Inspector IV independently performs the most difficult inspections and assignments in the enforcement of agricultural and weights and measures laws and regulations. The Agricultural/Weights and Measures Inspector IV is required to demonstrate exceptional leadership skills in their assigned program while serving as the lead worker. The Agricultural/Weights and Measures Inspector IV may assist the Deputy Agricultural Commissioner/Sealer of Weights and Measures in their performance of administrative duties.

Ideal Candidate
The ideal candidate will have extensive experience performing the most advanced work in multiple programs within the California Agricultural Commissioner’s system. They will be effective at leading team assignments, guiding the work of other staff and providing training. They will be highly proficient in using computers, working with geographic information systems, and managing data. Additionally, they will have keen attention to detail, excellent organizational abilities, effective communication skills, professional work ethics, and a commitment to following regulations and procedures.

This recruitment is being conducted to fill one full-time vacancy in the Agricultural Commissioner Department. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.

Memorandum of Understanding (MOU) - Winter Time Off (WTO):

• 32 hours of Winter Time Off

POSITION REQUIREMENTS
Experience and Education:
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge, skills and abilities. A desirable combination is:

Experience :
Three years of professional experience performing agricultural and weights measures inspection work equivalent to work performed by a licensed County Agricultural/Weights and Measures Inspector III.

Education :
Graduation from a four-year college with major course work in agriculture or biological science, physics, chemistry, engineering, mathematics or related field. (Any person meeting the minimum qualifications for eligibility for the California Department of Food and Agriculture, County Agricultural Inspector/Biologist Licensing Examinations is deemed to meet the education requirement.)

License or Certificate *:
Possession of all eight (8) County Inspector/Biologist Licenses issued by the California Department of Food and Agriculture (CDFA) including: Pesticide Regulation, Pest Prevention and Plant Regulation, Commodity Regulation, Investigation & Environmental Monitoring, Integrated Pest Management, Weight Verification, Measurement Verification and Transaction & Product Verification.

Possession of a Deputy Agricultural Commissioner and Deputy Sealer of Weights and Measures licenses is desirable.

Possession of a valid California Driver's License.

Within nine months of hire, Inspectors may be required to obtain a Class A driver's license, as required by the Department and the program in which they work.

*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

The Recruitment Process

Supplemental questions will be scored by subject matter experts. The most qualified applicants from the scoring of the supplemental questions will be invited for an Oral Exam Panel Interview.
Oral Panel Exam Tentatively scheduled for the week of November 2, 2026. The most qualified candidates from the interview process will be placed on the eligibility list and may be considered for current and future vacancies for this position for up to one year.

SALARY -
Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
